ABOUT Tengeru Community Development Journal (TCDJ)

TCDJ is a new peer reviewed Journal, which is sponsored and published by the Tengeru Institute of Community Development (TICD). It is registered by the Tanzania Library Services Board and its International Standard Serial Number (ISSN) is 1821- 9853. The journal is published twice a year i.e. June and December.

The scope of TCDJ seeks to stimulate new thinking and ways of working on areas related but not limited to: community participation; community empowerment; resource mobilization and utilization; community development approaches and models; patriotism and national unit; community health and sanitation; social inclusion in poverty and growth process; urban-rural divide and change; rural-urban transformation; national development policy and legislative frameworks; governance and democratization issues; gender; HIV/AIDS; environment; natural resources; food security; climate change; social protection/child protection.

The Journal aims at providing the public, academicians, researchers, consultants and practitioners with a scholarly forum for an exchange of ideas and experiences of community development. Specific objectives of the Journal are:

  1. To fill the vacuum of relevant community development problems, theories and practices so as to boost a wider understanding of community development issues.
  2. To publicize information and knowledge of research findings and field experiences related to community development issues.
  3. To endorse knowledge and development research activities. skills through community
  4. To provide a forum for discussion on issues and problems related to principles, approaches and techniques of community development.
Submission of the manuscript

Submitted manuscripts will be assessed from editorial point of view, at first, and if found appropriate for publication, it will enter the peer-review process. To ensure unbiased review, referees will receive the blinded version of the manuscript. The corresponding author will then be informed of the evaluation along with the Editorial remarks. Authors of accepted articles will be asked to work on remarks and re-sent the manuscript to editorial team to finalize publication. Submit manuscripts as e-mail attachment to the Editor in Chief at cdjournal@cdti.ac.tz. A manuscript number will be mailed to the corresponding author as soon as possible after receipt of the manuscript.

Review Process

The reviewing process shall involve sending papers to two experts for review action. The manuscript is a confidential document and will be coded for blind review before sending to reviewers; will be kept & processed under high observance of the confidentiality and any communication with the author must be done through the journal and publication office. In case a paper is not accepted, but have minor or major repair status constructive comments will be given to author to improve the paper or in preparing a fresh paper; a given paper is eligible for a maximum two reviews. In this reviewing process, reviewers will be required to give detailed comments to the editor-in-chief who will, in turn, communicate to authors for improvement.

The reviewing exercise will evaluate the manuscript compliance upon the following dimensions or areas: focus, originality, methods, findings, interpretation and conclusions. Other dimensions are references, importance /significance of the work, statistical assessment as well as ethical –related aspects.

If an editor determines that the manuscript is not of sufficient quality to go through the normal review process, the manuscript will be rejected with no further processing. If an editor determines that the submitted manuscript is of sufficient quality and falls within the scope of the journal, the manuscript will be forwarded to referees for peer-review. The reviewers submit their reports on the manuscripts along with their recommendation of one of the following actions to the Editor:

  • Publish Unaltered
  • Publish after Minor Changes
  • Review Again after Major Changes
  • Reject: Manuscript is flawed or not sufficiently novel

The Instructions to authors

1.1 Scope

All manuscripts should focus on the scope of the Journal.

1.2 Instructions to authors

1.2.1 Originality of work

The manuscript should be own original work and neither previously published nor being in the process of being published by another publisher

1.2.2 Submission

  • The TCDJ administration encourages electronic submissions in any standard editable formats including Ms Word.
  • The acknowledgement receipt note will be sent to the corresponding author to confirm that his /her manuscript has been received by TCDJ authorities
  • Manuscript will be encouraged to be submitted through: - specified official email address, postal address and provision of enquiry line for further information in the editor-in-chief‘s office.
  • The manuscripts should not exceed 12 pages including abstract, tables, figures, references, and appendices. Illustrations such as tables, figures should not exceed a total of ten (10).
1.2.3 Reviewing process
  • Each paper will be reviewed by the editor and he /she has the responsibility for deciding ,based on officially laid down criteria ,whether the paper is to be accepted ,rejected or referred back to the author for amendments .The author will be informed about the decision made and reached by the editorial Board.
  • Authors are advised to observe deadlines set upon incorporation of comments. For Major changes, a work shall be returned to the editor in chief after two (2) weeks and for minor changes, a work shall be returned after one week from the date the work is sent to the author.
  • There shall be no submission fees during initial /beginning stages of this journal to encourage many authors(this will serve as a stimulus for promoting the Journal)
  • For the purpose of safeguarding authors’ rights ,the copy right of the material published is vested in the TCD journal
1.3 Authors’ guidelines

1.3.1 British English is the official medium of communication
manuscripts/articles in all

1.3.2 Manuscript(s) should be formatted & printed in A4 size ,font 12”,single- spaced, times new Roman ,paragraph not numbered; a max. of three level headings is required

1.3.3 Pagination should be in Roman & Arabic numerically formatted to appear at the centre of the page

1.4 Manuscript structure

1.4.1 Title page
-should be brief and focused on the content of the paper containing authors’ full names & affiliations with indicated phone numbers, email address, postal address – all in bold form, except for authors ‘s names

1.4.2 Abstract
-should be both Informative and brief not exceeding 250 words in one paragraph (max. length).

1.4.3 Key words
-should not exceed five (5) key words which clearly explain the manuscript‘s theme & purpose

1.4.4 Main
text-Shall constitute introduction, methodology,discussions, conclusions and recommendations.

1.4.5 Acknowledgement findings and The authors’ manuscript submitted for review and publishing should constitute an acknowledgement of the people who contributed to the work, funding agencies in brief etc.

1.4.6 References

The TCD journal operates Harvard referencing style and all manuscripts are required to be formatted in this style accordingly: Books: Author, Initials., Year. Title of book. Edition. Place: Publisher. Redman, P., 2006. Good essay writing: a social sciences guide. 3rd ed. London: Open University in assoc. with Sage. Journal articles: Author, Initials., Year. Title of article. Full Title of Journal, Volume number (Issue/Part number), page numbers. Boughton, J.M., 2002. The Bretton Woods proposal: an in depth looks. Political Science Quarterly, 42 (6), p.564-78.

1.4.7 Tables

All tables whose size exceed one page should appear on a separate page, single –spaced, numbered in Arabic, headings and footnotes - all formatted in Ms Word

1.4.8 Figures

All figures whose size exceed one page should appear on a separate sheet, numbered in numerical order, high resolution graphics such as JPEG

1.4.9 Appendices

Include appendices only if they provide essential information not possible within the body of the article
